Bert is a key figure in The Hand in the Sand quest and, after completing the quest, will gather 84 buckets of sand and deliver them to your bank account daily if you speak with him.
Please note players have to speak to him every day in order to get the sand. It is not automatically delivered.
He can be contacted using the NPC Contact spell in the Lunar spellbook.
