Buckets of water are unobtainable items that can be found throughout Meiyerditch. Attempting to take them results in the chatbox message I really do not want to go anywhere near that! It stinks!, and attempting to cast Telekinetic Grab results in the chatbox message I really don't want to waste runes grabbing this item.

Based on the message given in the chatbox, it can be assumed that the bucket contains urine or stagnant liquids.
