The crumpled scroll is a quest item that is obtained during the Shilo Village quest by searching some sacks in the temple of Ah Za Rhoon. The scroll must be given to Trufitus in Tai Bwo Wannai village.

Players can sell the scroll for 100 coins to Yanni Salika after the quest.

If you drop it will "be blown away by the wind".
