A Double agent only appears when doing a hard clue scroll. He says "I expect you to die!" when he appears and attacks the player. His appearance is identical to Uri.

Hard treasure trail emote clues all around the world. Outside the Wilderness double agents have a combat level of 108.
Strengths and weaknesses
He uses only melee in combat, and can deal moderate damage with consistent accuracy. He also has high defence, especially against melee and ranged attacks. He is weak to Air spells, so bringing air runes and a magic weapon is recommended. It is also a good idea to turn on the Protect from Melee prayer immediately before fighting him to block his damage output.
If the double agent is killed while you are wearing the equipment you are instructed to wear for the clue, Uri will immediately appear after the Double agent dies.
