The dragon legs/skirt ornament kit was added into Old School Runescape as part of the 12 June, 2014 Expansion of Treasure Trails. It is a reward from elite clue scrolls, purely decorative, that can be attached to a pair of Dragon platelegs or dragon plateskirt, creating Dragon platelegs (g)/skirt (g). Once attached, the ornamented platelegs/plateskirts cannot be sold, but the kit can be detached from the platelegs/plateskirts and sold.
