The engineer is a non-player character found at the surface entrance of the Dwarven Mine on Ice Mountain. The engineer can be observed working in a small enclosed area with the mines' only dwarf multicannon.
The Dwarven Black Guard's resources on Ice Mountain, despite the area's connection via mine cart to Keldagrim, have always been relatively thin. The cannon's maintenance is therefore critical to the mine's defence, making the engineer's job extremely important.
