The Frog mask can only be obtained from the Kiss the frog random event, which rewards you with a Frog token. Players can then proceed to the Thessalia's Fine Clothes store in Varrock to redeem the token in exchange for the Frog mask or the Prince outfit or Princess outfit. The snowman could be seen wearing this mask if the player(s) threw enough snowballs at the NPC Erin.

The mask can be stored in the fancy dress box of a player-owned house costume room.
