The Jailer is found in the Black Knight's Base in Taverley Dungeon. He guards the jail holding Velrak the explorer, who has the dusty key, required to access the deeper parts of the dungeon. Players who are navigating the dungeon for the first time must kill the jailer to obtain the dusty key.
