Jonny the Beard is an NPC who appears in the Blue Moon Inn in southern Varrock. He is a Black Arm Gang member who is required to be killed (and his scroll picked up and given to Straven, the Phoenix Gang leader) for joining the Phoenix Gang in the Shield of Arrav quest. He is dressed like a normal man, but somewhat obese and "buffer" looking. It will most likely take a while before he drops the scroll.
