The letter is a quest item given to the player by King Lathas of Ardougne during the Making History quest. It is given to the player to deliver to Jorral in the outpost outside of north east Ardougne as a response to the letter that Jorral asks the player to deliver to the king. The contents of this letter guarantee that the outpost will not be demolished by the king.
