The Skeleton boots are an untradeable cosmetic item. It is part of the skeleton outfit, which can be obtained by completing one of the Hallowe'en holiday events that occur once per year.
The skeleton outfit was also dropped from 24 June - 1 July 2013 across Gielinor, where players would find them spawn on the ground across in random pre-set locations all over RuneScape.
