The skill mastery is achieved by reaching level 99 in any skill. As when reaching level 99, 13,034,431 experience points is needed in a skill.
Players are eligible to purchase a Cape of Accomplishment after reaching the maximum level for a price of 99,000 coins. All skill capes come with a cape and corresponding hood, along with a special emote. Capes can also be trimmed if a player has two or more maxed levels.
