The soul rune is the highest levelled rune in RuneScape. It is used for the strongest curse spells, the teleport-other spells, Enchant Crossbow Bolt (Dragonstone), and Blood Barrage. They can be bought from the Magic Guild in Yanille, Ali Morrisane in Al Kharid (after one has completed the Rogue Trader minigame at least once), Mage Training Arena or Baba Yaga, who lives in the walking house, in Lunar Isle.
Soul runes cannot be crafted using Runecrafting altars, as of yet. However, an update is currently being polled to introduce the Blood and Soul altar in January 2016. If the poll passes, players can craft Soul runes at level 90 Runecrafting, reaching up to 45,000 XP/hr.
