Unstrung steel crossbows can be made through the Fletching at level 46 by using a teak stock with steel crossbow limbs, granting 54 Fletching experience. A player can finish the crossbow by adding crossbow string, granting 27 experience and making the unstrung steel crossbow into a steel crossbow.
