Steel limbs are required to make a steel crossbow. They can be smithed from a steel bar at Smithing level 36, granting 37.5 experience.
Steel limbs can be attached to a teak stock at a Fletching level of 46, granting 27 experience, to make an steel crossbow (u). They can also be bought from or sold to crossbow shops, such as the one in Keldagrim.
