I dont know about the other skills, but woodcutting does not get you 1% per action, possibly 0.5%. Needs Updating
For those without energy potions - you can chop trees between the two castles while you wait for energy. You are able to gain reputation before you have the agreement signed - I had 42% when Vargas signed the treaty.
